The call for quality assurance in the higher education sector was accommodated by the establishment of the Accreditation Council in 1998.
The system of accreditation was permanently established on 1 March 2002 by the resolution passed by the Conference of German Ministers of Culture on the "Future development of quality assurance in Germany spanning federal states and higher education institutions".

The system of accreditation in Germany is decentralised.
The Agentur für Qualitätssicherung durch Akkreditierung von Studiengängen AQAS e.V.
has been commissioned to carry out such accreditations. 

 
The central decision-making body is the so-called Accreditation Council.
This body comprises academics from universities and universities of applied sciences, representatives with vocational experience and students.
Members of the council advise and decide on the accreditation of degree programmes, and also set out the principles and standards for the procedure.
They develop guidelines to enable higher education institutions to draw up self-documentation, and appoint members of various different scientific advisory committees, which in turn are entrusted with appointing groups of referees.
